A worked example

Who actually issues the decision?
A named official. Deciding, issuing, denying and fining are human-gated in the profile; the agent prepares, the official approves, and the receipt records both.
Is the citizen identified on the public ledger?
No. The receipt carries a citizen tag computed by the citizen from their own identity; the ledger holds hashes and tags, never names or numbers.
Can the same rule be applied differently to two people?
The profile's audit runs a rule-consistency check over all decision receipts under one rulebook hash; inconsistencies show up in the evidence pack.
What does an appeal pack contain?
The decision receipt, its Merkle proof, the rulebook hash and the rule-consistency verdict, in Arabic and English, ready for a review board.
Does this survive a procurement audit?
Evidence packs are generated from receipts; the audit trail is hash-chained and anchored on the ledger. What the runtime has no evidence for is marked missing, not hidden.
